The ministry of natural resources and environment has recently issued the Circular No. 03/2016/TT-BTNMT on the national technical regulations on domestic solid waste incinerators (waste incinerators). Such national technical regulations promulgate the technical requirements for waste incinerators and the maximum values of waste gas-contained pollutants from solid waste incinerators. The circular shall take effect as of 01/5/2016.
Waste incinerators need to ensure environmental standard compliance
Accordingly, the technical regulations requires domestic solid waste incinerators to apply operation procedures to ensure a primary and secondary incineration chambers; measures to be applied to minimize waste gases into the environment; the stack of the incinerators will need to ensure proper technical requirements. In addition, waste incinerators must be equipped with a waste gas treatment system which include three main operation processes (heat cooling; dust treatment; treatment of toxic substances contained in waste gases), and has a discharge valve to release waste gas directly into the stack without going through the waste gas treatment system in case of failures in the waste gas treatment system. The circular also provides maximum pollution indicators, development and application of procedure for safely operating waste incinerators. Furthermore, waste incinerators must be equipped with meters and display to show temperature inside incineration chambers. For incinerators with capacity of 500kg/h or above, they must be equipped with meters and display to show the temperature of waste gas flows right after the heat coolers. Environmental periodical monitoring for waste incinerators shall be conducted in accordance with applicable regulations and requirements by the competent environmental management authorities.
